Resource management of containers

My questions:

Is the resource management based on MB/Cycles or percentage for Memory and CPU? (percentage is clearer)
Is it possible to change resource management online?
Is it one container vs the rest? Or do all of them get equal sizes?
What happens when a containers allocated memory and/or cpu hit the roof?
