in some situations (e.g. when building a distro package) there may not be a suitable global cache, so its set relative to the project directory.
This causes
zig fetch
to copy the global cache resulting in both an incorrect hash and a cache that duplicates in size every time fetch is ran.This PR adds logic to the recursiveDirectoryCopy function to ignore the cache.
