Goal is to move away from Node.js 12 as described at https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/. closes sncosmo#363
Deprecation happened in astropy/astropy#11502 and was announced via https://groups.google.com/g/astropy-dev/c/KVzPgeihxO8?pli=1. Closes sncosmo#354
Fully removes Node.js 12 from GH actions. closes sncosmo#363
