Annoted PprzMessage method `fieldbintypes` to be static
dictionnary-based implementation
Added some typing
Added type conversion from C-string to Python-string

Most notably add the
libpprzlink-pygen-python-installrule to the Toplevel MakefileIt allows to generate Python classes for each message specified in the
messages.xmlfile. This, in turns, allows safe Python-based development based on these messages' classes (typing enforced, fixed messages attributes).
