REL: v2.2.5 LTS

This is the final planned release of the 2.2.x series and the last Matplotlib
release to support Python 2.7.

This release primarily contains bug-fixes. Of note:

 - suppress a warning with Pandas 1.0
 - support numpy >= 1.17
 - support python 3.8
 - improve jquery installation process
