Simplify database language setup and avoid registering the language in
src/main/webResources/WEB-INF/config-db/initial_data.xml, only registration of language code insrc/main/webResources/WEB-INF/config-spring-geonetwork.xmlis needed.Funded by Office International de l'Eau
