Add ST M95P16 16mbit SPI flash chip #298

This M95P16 is a newish 16mbit chip from ST which has 512-byte pages instead of the usual 256-byte. The datasheet is here: https://www.st.com/resource/en/datasheet/m95p16-i.pdf

I didn't understand all of these settings, but after setting up this configuration I was able to erase, program, and verify the contents using a FTDI232H interface.

I'm sure there are errors in this config but I will present this as a starting point.
