[WIP] Add PDO data collection campaign management service in HITL tool

Motivation and Context

This PR adds a campaign management service in HITL tool which can be used to maintain the status of tasks completed by PDO workers.

How Has This Been Tested

Local testing using a psiturk app and following commands:

python examples/hitl/rearrange_v2/rearrange_v2.py --config-name lang_rearrange_humanoid_only
python examples/hitl/rearrange_v2/rearrange_v2.py --config-name rearrange_v2
