The C# L2 header wasn't displayed for the C# specification, or the feature specifications. I suspect that's because the docfx setting for this uses the source folder, not the destination folder.

Note to reviewers: To test this, look at the L2 header for one of the feature specifications and compare to the live site. Do the same for one of the files in the standard Finally, go to Whats new (without a version), and make sure it redirects to C# 13. |

Update the default location for "What's new" in C# to C# 13. We have preview features now.
