I've found that no code has been submitted to docopt's code repository in the last three years, and there are a lot of issues left unaddressed, so I wonder if docopt is still being maintained？

Add docopt-ng, the maintained fork of Docopt

Docopt has been around for a few years with lots of PRs piling up and lacking maintenance in general. It was forked in 2019 and is now maintained by Jazzband.
