[PEP668] Switched pip install of boto3 to apt-get install to support PEP668

New builds of the Postgres image now produce the following error message:

note: If you believe this is a mistake, please contact your Python installation or OS distribution provider. You can override this, at the risk of breaking your Python installation or OS, by passing --break-system-packages.

This is due to Ubuntu and Debian adopting PEP668

Instead of installing boto3 using pip, I've updated the Dockerfile to install it using apt-get.
