Upgrades the bundled libfabric (OFI) to the latest version, 1.21

Testing

  • build with CHPL_COMM=ofi and CHPL_LIBFABRIC=bundled on MacOS
  • build with CHPL_COMM=ofi and CHPL_LIBFABRIC=bundled on Ubuntu22
  • build with CHPL_COMM=ofi and CHPL_LIBFABRIC=bundled on RHEL
  • build with CHPL_COMM=ofi and CHPL_LIBFABRIC=bundled on AmazonLinux2
  • start_test release/examples with EFA
  • start_test release/examples with TCP
  • Tested that trying to use the bundled OFI on a cray system gives the appropriate warning
