This PR improves line/fileno propagation for GPU kernels. Without this fix, we were always getting line/fileno of the loop that resulted in a kernel launch. This was not ideal without
--develwhere we could get kernel launches from internal modules etc. This PR makes it so that without--devel, we'll get the user-code location information for kernels.TODO:
