This is an early work in progress that aims to properly define the behavior of pinch zoom (a part of
WheelZoomTool). This is partially a follow up after PR #12831, though the problem with this kind of zoom was known for a long time. The underlying pinch gesture works correctly, as can be seen when pinch resizingBoxAnnotation. I'm actually reusing the logic from that annotation to maintain state during handling of pinch gesture in the zoom tool.
