Allows T1 torps to fend off light hover assaults, making them slightly more generalist, akin to an LLT. Docks are defenceless early and getting a sea HLT 'just in case' of hovers is prohibitively expensive, leading to a blind rock-paper-scissors opening problem. T1 plasmas were removed as they didn't counter subs, so a hybrid is the only solution.
