Pops up a notification when specified streams go live if you are in the streams chat.
Requires mTwitch.StateToTopic.mrc to function
To select a stream to monitor right click in the buffer area of the stream's chat window and click 'Enable Online Popup. To stop monitoring a stream, right click the stream's chat window and click Disable Online Popup`
