os: Make the OS setup scripts able to run on the Raspberry Pi OS 12 (bookworm)

Motivation

The Raspberry Pi 5 must run on Raspberry Pi OS 12 (bookworm), which is the latest version of the Raspberry Pi OS. We also want to upgrade from our Raspberry Pi OS 11 (bullseye) anyways, in order to keep all software generally up-to-date. However, the current setup scripts run into various errors when run on bookworm.

Goals

• Make the OS setup scripts work both on bookworm and bullseye

Steps

• Resolve any problems in the scripts for the base OS layer
• os/networking: Simplify network config by replacing dhcpcd with NetworkManager #250
