The previously linked page is marked as "This page is deprecated". The new page has a different title: "Arm GNU Toolchain Downloads" This commit updates both the title and the URL. The old link was to: https://developer.arm.com/open-source/gnu-toolchain/gnu-a/downloads which says it is "Deprecated"
The new link is to: https://developer.arm.com/downloads/-/arm-gnu-toolchain-downloads
The example wget commands should probably be updated as well, but I'll keep this PR simple.
