Efficiency Improvement: Skipping Zero-Weighted Elements in HROM

Modified HROM processing to skip elements and conditions with zero weight (HROM_WEIGHT), enhancing computational efficiency by avoiding unnecessary loop iterations.

careful about this. You may need to call the FinalizeSolutionStep on them.

Think to a case of plasicity, and where you have multiple clusters each with a different set of integration weights. (@Rbravo555 may comment about this)
