apstra_datacenter_generic_system resource cannot be destroyed when CT is attached #553

When a generic system link is removed (including when destroying the GS altogether), Apstra produces an error if there's a CT attached.

  • add a new configuration lever: clear_cts_when_removing_links (or similar)
  • detect the CT blocking link removal condition
  • clear the CT from the switch interface when configured to do so
