Fixes: Openstack HA: Upgrade keepalived from 1.2.7 to 1.2.13 in Ubunt…

In keepalived 1.2.7 the GARP updates do not happen periodically and only happens
when there is a change in mastership. We would want the GARP to be updated
periodically which is available in the new version of keepliaved 1.2.13
