1. Added /BLOCK which works like /ACCEPT and /SILENCE. Unlike /ACCEPT, this doesn't require any specific user modes
being set before using it. You just /BLOCK the nick or n!u@h from being able to message you.
And unlike /SILENCE, you will still see their channel message(s).
