accumulate, chart, and annotate daily simulation metrics

behavior_metrics.py computes various simulation metrics like doublingTime, translationElongationRate, and transcriptionElongationRate, does some computations on them, and range-checks the results.

It'd be useful to accumulate some of these daily metrics, chart them, and add annotations that link from the charts to newly-submitted PRs to help understand the changes.

(It'd also be useful to update the range-checks.)
