ci: add more stale bot exempt issue labels

Stale bot has been running for a while now with a debug flag. This PR adds more labels that we should likely exempt from staleness checks.

On the other hand, we could perhaps first have a look if any of the issues covered by the additions here are missing labels and we fix that instead. For example, the storage:routing tag. Are the relevant issues there bugs? Feature requests? etc.
