Blocks Checkout: billing fields are not condensed for returning customers for virtual products only or when shipping is disabled

Prerequisites

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

When product is virtual and/or shipping is disabled (so when there are no shipping fields rendered in Blocks Checkout), billing address fields are not condensed for returning customers. However, it works well for the first purchase with virtual products if previous order was with physical products. After that for all next virtual products orders fields are never condensed again.

Expected behavior

For returning visitors billing address fields should be condensed for all products and when shipping is disabled.

Actual behavior

For returning visitors billing address fields are not condensed for virtual products or when shipping is disabled.

Isolating the problem

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.
