regression: Tooltip text colour incorrect #2476

Describe the bug
The text colour of tooltips is no longer displaying correctly. The text is now grey - hard to read against the blue background.

To Reproduce

Hover mouse over almost anything

Expected behavior
The text used to be white - easy to read against the blue background.
