Instances like WireGuard may be dangerous to shutdown if we are at distance. It may be interesting to add a mechanism to restrict shutdown of these kind of instances.

This may be a popup to alert that it can make the system unavailable, or propose to restart instead of shutting down.

Only some instances should be impacted.
