Further visually differentiate between nominees and DPGs

As the number of DPGs increases, and the https://digitalpublicgoods.net/registry gets more visibility, it is important to further differentiate between nominees and digital public goods to clarify our message.

Several different options to consider to accomplish this goal, in no specific order:

• Display two different lists: one for DPGs at the top, and another for nominees further below
• Visually highlight the entire row for DPGs so that they pop out more. Currently the DPG label is on the subtle side
• Load the page with the nominees filtered out, so that the user sees only DPGs. Then users can proactively enable the corresponding filter to see nominees as well
