Enable 'monitor' to function without authentication

Locally harvesting delta info from volumes may be possible without providing a passphrase or accessing the archive directly. This would enable much simpler invocation of wyng monitor from automatic background processes such as chron, and avoids tempting the user to store the archive's passphrase.
