Palette sticky after dragging block out

Reproducible steps:

1. Open a palette, preferably a longer palette (advanced mode has longer palettes)
2. drag out a block
3. Go back to the palette and try to drag out a different block
4. The palette will be sticky at the block that you pulled out previously
5. (When you close the palette, the state resets)

I know I have seen this, but I cannot seem to be able to reproduce it. What browser are you using?

Chromium: Version 120.0.6099.224 (Official Build) built on Debian 11.8, running on Debian 11.7 (64-bit)

For some reason I cannot reproduce this (although I recall seeing it on occasion.) But meanwhile, I think that by reverting a recent patch, we may be able to resolve the issue. @pikurasa could you please test from this branch? #3865

Can you reproduce it on https://musicblocks.sugarlabs.org/ ?

It seems to reproduce for me every time there. I'm testing with a trackpad and a mouse.

I tested https://sugarlabs.github.io/musicblocks/ and locally on commit 63983ab, and, yes, I'm not experiencing it there.
