Break up config file

The numpy.org config file is big. Maybe it would be better to use a configuration directory:

I'm in favor of this change; let's get the other open PRs merged, then we do this.

If it is possible for the theme to use a config directory, and for a project to still override settings using config.toml, I think this would be a good clean-up to do.
