See https://github.com/sbt/junit-interface and its release list. Our JUnit runtime already matches JUnit 4.13.2, but our junit-interface is still at the level of junit-interface v0.11. We should upgrade to v0.13.2 and update our Scala.js version to match.

This proves to be much more annoying than I expected, and it's not very important, so I'm pushing it further to v1.8.1.
