Add delete as well as update operations.

refactor the DeliveryService to implement GeoServerEventProcessor pattern, modeled after the GeoBlacklight event processor
implement GeoServer/Register and GeoServer/Deregister processors
audit the data needed in the message to ensure GeoServer has the specific parameters it needs
