  • In order to be able to implement a splot .plot() method for Moran_BV_matrix and
  • to encourage more consistency in esda.moran functionality

the current esda.moran.Moran_BV_matrix functionality could be converted into a class,
returning a Moran_BV_matrix object including a .dict and .plot attribute.
