Update parameter declaration syntax to match paper

This could be done superficially, by changing the parser only, or by reconsidering the Parameter mechanism in the current code. (A more ambitious rewrite would extend the current prototype's machinery for conjugate continuous parameters to also work for conjugate continuous latents.)
