Should work like "Workspaces" and close when clicked again. Same issue for the Applications Button applet.

This is a bit tricky to implement when activating the launcher after press and release, but it would be pretty simple to implement if the panel button activates on press. Activation on press is slightly different than other applet buttons, but it would match the behavior of the shortcuts for app-library, launcher, and workspaces, so I'm wondering if that would be ok? @pop-os/ux
