Change default UI to v3 #11033

After resolving this issue, the default UI will be v3, implemented in React, which we have been trying to enhance the UI/UX in general. There are a few things missing in v3 yet(we are working on it) so if you look up those features, you can still use them in the previous ui(aka. v2).

There is a navigation button on the left-bottom of the sidebar for switching back and forth between v2 and v3 like below.
