Text to Speech - Disable messages option

TTS is a safety feature. It can really help to notice some important problem faster.

But too much speech results in the opposite. Speech is turned off due to spamming. Or people get used to hearing things all the time and not reacting.

One update would be to be able to mute some messages.

e.g. when flying indoors, the only real worry is battery level and maybe datalink
e.g. when flying outdoors with a new untuned model, RC-loss is desired (#1939)

In no case, a constant fast repetition of 2 messages is needed (wanted).

What about giving messages a class. This would enable muting groups of them and would at the same time help solve the constant fast repetition of 2 messages (which almost never are from the same class)

Be quiet for the first 30 seconds after power up. (it just shouts all kinds of errors that are just there because not everything is initialized yet)
