Install GitHub App in organization but enable by repo admin

Hello,
is it possible to install GitHub app for the entire org but keep it disabled?
then users should be able to toggle ON/OFF on each repo individually

use case is following, we want to install an app that not the entire org needs, however, we do not want IT department to add manually each new repository that wants to onboard
