Linux wifi/addressing refactoring

We should modularize any Linux-specific wireless or addressing functionality in order to better facilitate cross-platform operation. This does not necessarily need to be a dynamically loaded plugin, as it's unlikely that we would try and port the exact same binary to multiple platforms, but could re-use some of that architecture.
