The use case: Show me a list of candidates who filed to run but later withdrew before election day.

A list instead of the leaderboard. Link to the candidate pages.
A candidate page with the date they withdrew and any public reasons given.

Why?

Not rare. Happens frequently.
Complete. Shows where all money's gone.
Not breaking links. Keeps candidate pages and keeps them discoverable. Keeps contributor pages complete.
