Removal of VNFR in ERROR state, leaves the NSR in ERROR #87

When removing the VNFR which has an ERROR, the NSR remains in ERROR state. Although it is true that in some cases the NSR may be in error because of some faulty dependencies, but there should be a mechanism for allowing recovery of the NSR (#86)
