Do we want to allow admins to add new FAQ entries, or do we want to hard code these entries?

The first option would need backend support, the second one would be frontend only.

I would prefer to have a link to http://wiki.ontohub.org/index.php/FAQ

I think it's best if we hard code it into the frontend. The backend is not the right place for an FAQ.

Edit: Till was faster :D
A link to the wiki is also a good idea.
