Item edit form is missing pagination on the item-set selection causing long loading times

I describe the problem in full in the forum https://forum.omeka.org/t/serious-functional-and-design-issue-of-edit-new-issue/20585 so I am not going to repeat but overall the problem is:

When you have a lot of item-sets, editing an item creates an enormously big page (more than 3.5MB) and it takes a lot to load making omeka actually non-usable.

The solution is to put pagination in the ./application/view/common/item-set-selector.phtml file
