tags/browse page needs restyling/improvements

Resizing the tags/browse page, one finds out is not really responsive (see picture).

Here are some issues (and suggestions):

• the editing instructions are moving around oddly, they should at least not take too much vertical space, might even consider removing them;
• the sorting options could be moved to the right, as in the public UI;
• the extra padding on the right side of labels could be easily removed;
• when number of tags is bigger than maximum allowed in one page, two navigation bars appear; one (the bottom one) should be enough);
• when deleting a tag, the sorting is then messed up and one goes back to the first navigation page; it'd be better to conserve both sorting and page;
• a button could be added to get rid in one go of empty tags (see Admin Tools plugin for the same function); as an alternative (or an extra feature), a config option to remove automatically empty tags when they're deleted from a record (a quick check on the db should be enough) would be great (see Added removal of tag to deleteTags function #903)

The padding you're seeing on the right here is not typical... I'd call it a bug. Does it vary between browsers?

I'm using Chrome, and it shows up there; Iam not sure about other browsers, I'm afraid.
