Your idea

I want to be able to engrave a Bb Tuba part in bass clef one octave higher. This is the most common way how music for Tuba is engraved in Harmonie and Fanfare orchestras in The Netherlands and in Belgium.

So I propose a new instrument: Contrabass Tuba (bass clef, one octave higher) in Bb.

Problem to be solved

The problem is that there is no Contrabass Tuba instrument available that is engraved transposed.

It is not clear from your description whether you are asking for the transposition to play one octave lower than written or a ninth lower than written. I think you are asking for the ninth, but please confirm.

Yes, you are correct. The sound of the instrument is a ninth lower than the notation. Please note that it should be handled as an Bb instrument (like a sousaphone). To be sure I add the following picture. Both lines are identical.
