How to Reproduce

When making a change to the group users, the ui seems to suggest a save button to persist the changes made to the user members list, however what is actuality happening is that the user permissions are removed.

Expected behavior

Single primary action in a view

Observed behavior

Confusing ui leading to unwanted action on user permissions
