Adding SYCL backend for Mini Caffe

This Issue is being raised as an RFC to contribute SYCL backend to the current CUDA code base of Mini Caffe.

This SYCL backend was developed using Intel's oneAPI ecosystem leveraging DPC++ to be deployed as a vendor-neutral solution.
This code base was tested on both Intel and Nvidia platforms to be functional compliant.
