Actions in UI "Zoom to selected" should everywhere behave the same way

Editor Action doesn't enable/disable on selection changes while the View Action in Table View does.

Expectation:

• whenever a selection on a selected layer changes the tool, independent where integrated should be disabled/enabled depending on the Filter of a layer.

It looks like Editor action is enabled only, if Editor has the focus. this is a bit confusing if the user is working on a layer and Action for editor is disabled.

Two points we might consider:

• add ZomToSelection to layer View Actions and context menu as well
• move ZomToSelection from Editor Toolbar to map Palette "Selection" category
