Delete all video data for accounts inactive > 6 months #1648

Definition of "inactive":

Hasn't used dashboard or API key in 6mo

This ticket should cover removal of:

All video metadata in the database
All video files in storage

The process should be automated and ongoing, running on a fixed interval (daily / weekly).
